What the country is actually living on.

Not money. The stock a country draws on and can spend without ever noticing, because none of it appears on an ordinary balance sheet: the air, the aquifer, the topsoil, the willingness of strangers to cooperate, the health of the person doing the work.

A capital nobody measures is a capital somebody is quietly eating.

natural capital

The stock the land itself holds — spent silently, replaced slowly or never.

clean air

the breath board

Every district posts the day's air on the same board as the grid and the water — three numbers, a colour, and the reading from the same hour last year. On a bad week the kilns run at night and the board says who agreed to it.

how it is counted

Daily readings, published by district, never averaged away — the worst hour is shown, not the mean.

when it is spent

Nobody notices for twenty years, and then a generation's lungs are the receipt.

drinkable water

the water book & the sabil

The karez has a page for every channel and every turn. The sabil is the test: free water, offered beautifully, drunk by whoever passes — a town that will not drink from its own fountain has already answered the question.

how it is counted

Channel-by-channel draw and recharge on the water book; the public fountains are sampled weekly.

when it is spent

The lowest channel goes first, and the poorest fields are always the lowest channel.

a stable climate

the long record

The marsad keeps the hour, the weather and the horizon, and its ledger is never closed — a hundred years of frost dates and first rains, kept where a schoolchild can pull the drawer.

how it is counted

Unbroken local series — first rain, last frost, river height, glacier face — published raw.

when it is spent

The calendar stops predicting the harvest, and every other institution starts guessing.

fertile soil

the field deeds

A field's deed carries its rotations the way a dhow's carries its timbers. Sell the land and the buyer reads what you took out of it and what you put back.

how it is counted

Rotation, fallow and organic-matter entries on the deed ledger, tested each cycle.

when it is spent

Three good decades bought with three centuries of topsoil — the classic silent trade.

social capital

The stock that lets strangers cooperate — the cheapest infrastructure a country ever builds.

trust

the three ledgers themselves

A jar of honey opens its keeper's deed on the counter; a rest house answers a bad review beside its own name. Nobody is asked to believe anybody — which is why, oddly, they do.

how it is counted

The maxim is the metric: what share of ordinary transactions settle without a dispute being opened.

when it is spent

Every exchange grows a lawyer, and the economy pays a tax nobody voted for.

institutional integrity

the baldia's open bill & the audit walk

A building site wears its budget on the hoarding, updated weekly. Once a year any citizen may follow an auditor through a public project's books, questions allowed, in front of everyone.

how it is counted

Every public rupee traceable source to spend; the count of unexplained lines is published and is expected to be zero.

when it is spent

The books stay perfect and the buildings fall down.

safety

the thana & the lit street

The police station is small on purpose — a town this shown needs little chasing. What does the work is the lamp on every koocha and the fact that no lane is a back lane.

how it is counted

Not arrests: the share of the town's streets a woman will walk at eleven at night, asked and published.

when it is spent

Half the population edits its own map, and the town never learns which half of itself it lost.

contract enforcement

the adlia

The court's evidence rule is the town maxim in legal dress: shown, not sworn. A deed with a signature and a checker settles in an afternoon; an assertion without one does not enter.

how it is counted

Median days from claim to settlement, posted monthly beside the count still open.

when it is spent

Only the powerful can afford to be owed anything, and the small trade stops trading.

human capital

The stock inside people — the only capital that must be renewed in every single life.

physical health

the matab, the bimaristan & the ward walkers

The ward walkers climb the same lanes every month, and every visit lands in the healing record the household itself holds. Nobody is carried far: the hospital is a walk, and the wards beside it are built to the standard of the council chamber.

how it is counted

Outcomes by district on the public health board — the system's report card, posted where it cannot be lost.

when it is spent

Work capacity falls before anyone calls it a health problem; the economy blames the worker.

mental well-being

the khanka & the quiet rooms

Quiet is provided as infrastructure — unlocked, unstaffed, unquestioning, and nobody records who goes in. Beside it, the talking rooms, which are booked like any other room and named on no register at all.

how it is counted

Provision, never diagnosis: rooms per thousand, hours available, waiting days — measured on the service, not the person.

when it is spent

The cost arrives disguised as everything else — absence, accident, dispute, drink.

cognitive capacity

the kuttub, the madrassa, the zaviya & the danishgah

Mornings belong to the kuttub and the whole koocha hears the recitations. The library keeps long tables and no requirement to be quiet in the front half — the room a trade can think in without renting anything.

how it is counted

Learning ledgers backed by artefacts — the essay, the bridge model, the balanced harvest book — not by a stamp alone.

when it is spent

A country keeps its libraries and loses the habit of using them, which looks like nothing at all.

the income floor

the glass treasury

A share of the commons is paid to every adult, in the open, on the same page as everything else — no application, no assessment, no question about what you were born or what you have been doing with your week.

how it is counted

Paid unconditionally and shown in full: who is owed, who received, what it cost, every month.

when it is spent

Take it away and the country rediscovers what it used to spend on policing the difference between the deserving and the rest.

de-escalation & rehabilitative justice

the adlia & the houses of return

The first question after a harm is what would repair it, asked with both parties in the room. Confinement exists and is rare, is never out of sight, and is counted in the same public book as the roads.

how it is counted

Return rates, repair completed, and time held — all three published together, so none can flatter the others.

when it is spent

Punishment becomes the only tool, and the country pays for the same person three times.

the rule of this layer

A capital nobody measures is a capital somebody is quietly eating. Every base asset of the country is counted in public, on one of the three books — which is what makes it constitutional and not merely pious.
