A federal seat sits on federal territory — power never borrows a floor it doesn’t own. The kasbah here serves the tier, not the region: its baldia and adlia face the whole country, its markaz is where the glass treasury is read aloud, and its sarai keeps rooms for delegates from all ten regions at once.
