the middle reach · the federal seat at Anari
Qiqan
capital Turan · Qiqan — the name the early geographers gave these highlands; the seat keeps Turan, the medieval name of the Khuzdar country
The pass country — karez water, white desert, and the door the plain comes through.
paired Qiqan is one half of the dry south. The other is Gedrosia. Neither speaks for this kind of country alone — that is the doubling rule, and it is the reason there are ten regions and not nine.
the land, walked
This is the hinge of the country: the highlands step down from the plateau through the Bolan gorge onto the plain, and everything that ever crossed between them crossed here. West of the passes the Kharan desert runs white and almost waterless to the horizon; east of them the Gandava lowlands green up the moment a channel reaches them. Underground, the karez does the real work — the whole region is a lesson in how little water a place needs if it refuses to waste any.
life — flora & fauna
- Wild pistachio and almond in the sheltered folds
- Houbara wintering on the Kharan flats
- Sulaiman markhor and urial along the pass walls
- Tamarisk and dwarf palm holding the dry beds together
works — the day’s economy
- · Karez-keeping — the underground water guild, oldest profession on the plateau
- · The horse fairs of Sibi — livestock, contracts and spectacle in one week
- · Pass haulage — the freight road that ties the plateau to the plain
- · Onyx and marble quarries, cut and finished at the pass towns
- · Sheep and wool from the Jhalawan flocks
craft & evenings
- · Mirror-embroidery — constellations stitched on black cloth
- · Carpet knotting in the winter rooms
- · Pass-town caravanserai cooking, fed by everyone going both ways
- · The long ballads of the plateau, sung standing
a ledger, working
A karez runs in the dark, so its book runs in the light: every household's water turn, every hour, on the channel's public page. The guild's pride is that the book and the water have never disagreed — and in the driest region of the country, that is not a boast about honesty, it is a boast about survival.
Real, from our world: karez (qanat) systems have watered the highlands of Balochistan and the Iranian plateau for millennia, governed by water-turn customs older than any state that claimed them.

its four kasbahs
Capitals are extracted territory — the subregion seat is never the capital. Where an ancient town exists, the seat prefers it over the modern metro. A kasbah stands at each.

What matters most in Qiqan
- Readings with a witness
Measure the air, water, soil or river where it is, and have a second person watch.
because of “the least water”, “the driest inhabited ground in the country”
- Money for shared things, confirmed
Show that money given for a shared thing reached the people it was for. Each of them confirms it.
because of “karez”
- Repairs, signed off
Fix a shared thing, like a water channel, a well or a roof. Show who did it, how, and who checked it.
because of “karez”
- Savings kept whole
A trust shows its savings stay whole and only what they earn is spent. Every payment is shown.

A real receipt from this kind of land says dry land and coast, a river area, a town or a spot. It never says Qiqan.
