how practice runs are placed
- Practice runs for trade and travel happen only on federal ground. It belongs to no region and touches no outer edge.
- No practice run in a town that is marked for extra care.
- Shared resources are practised in one small town. Never in a capital, and never across regions.
- A practice run that already exists stays where it is.
- Every region hosts at least one practice run, and none hosts more than two new ones.

The proof economy has subjects — the person whose journeys, work, or money it proves, and the person studying the whole machine. Choose your seat and the country reads to you differently. Or just keep walking; nothing here is a gate.
